1.He probably did not know who toke his locket at first, so he hunts the one down who currently has it : Shovel Knight
2.You get The Vampire Potion in the Lich yard. The Smoke bomb is found in the lost City.

Im going to assume Specter assumed it was Plague since that was who he fought first...
