Looking for every red skull to unlock the cloak, levels havent been a problem but I'm wondering how many are in the ToF hub and/or where they are. Any help is appreciated. (I have 61, 32 more in levels, meaning I'm missing 7 from the ToF)

There are 3 in the hub, if I remember correctly. You can check it any time by opening the item menu and going to the second page.

And the magic portal shows how many skulls you're missing inside the levels.
