It is Specter Knight using the Donovan Set cloak. It is the reward for collecting all 100 Red Skulls in Specter of Torment.

(For Cartridge Version, like mine) Go to Update 3.0A in the eShop.
(For Digital Version) Go to the Shovel Knight game's page at the eShop- "Purchase Now" should say "To Update Screen". Tap that and you should get Update 3.0A for the digital version.
