no he isn't! Papyrus says "nyeheheh!" while Red Super Skeleton says "nya ha ha!" there's a huge difference.

Yeah............ Still, the Super Skeleton kinda LOOKS like Papyrus, with the armor and the cape and stuff, and he wants to be a 'cool dude'.....
